Your Committee on Finance, to which was referred Communication 169,
reports as follows:
The purpose of Communication 169 is to confirm or reject the
appointment by Mayor Dante K. Carpenter of Mr. Donald Chang to the
Board of Ethics, for a term to expire December 31, 1989. A resident
of Hilo, Mr. Chang will be replacing Mr . Bert Lee whose term has
expired.
Pursuant to Sections 13-4(b) and 14-5 of the Hawaii County Charter ,
board and commission members shall be appointed by the Mayor and
confirmed by the Council.
Your Committee on Finance recommends approval of the appointment of
Mr. Donald Chang to the Board of Ethics and requests his presence at
the Council meeting at which confirmation is to be held.
