Your Committee on Finance, to which was referred Bill 52, reports as
follows: _
The purpose of Bill 52 is to amend Section 1 of Ordinance 84-32,
Relating to Public Improvements and Financing Thereof for
F.Y. '84-85 , by increasing the appropriation to the Keopu Heights -
Roadway Reconstruction and Channel improvements by $360,000 .
Funding for the increase shall be provided through the unallotted
proceeds of the 1982 Series A Bond Issue.
In answer to Councilman Domingo 's question as to what the additional ,
appropriation would be used for, the Chief Engineer stated that it
will be used to complete the construction of. the Keopu Heights
channel and to pay the contractor for added costs incurred due to the
delay in settling the land acquisition matter . Also, the County has
an obligation to provide access to two lessees on the Burgess
property to enable them tocross the channel for their business
activities .
Pursuant to Section 10-6 of the Hawaii County Charter, the Council by
ordinance and a two-thirds vote, may amend the capital budget for
that year .
Your Committee on Finance concurs with the intent of Bill 52 and
recommends that it pass first reading.
