follows:
The purpose of Bill 46 is to amend Ordinance 84-31, the Operating
Budget for fiscal year 1984-85 , by increasing the Sewer Fund balance
account by $120,000 and making the following transfers:
Manono Sewer Main Repair
X30 ,000
$90,000 Hilo STP Clarifier Repair
The Committee received questions from Councilman Schutte expressing
his concern for repair of the problems that have been causing
overflows into the Wailoa river and contamination of the ice pond.
The Deputy Director of Public Works explained that the appropriations
were to be used for a back-up clarHeier.assuredsystem

although the monies were not directly addressing his concern, an
investigation and correction into the problem would be made.
Section 10-8, Hawaii County Charter , allows the Council by ordinance
to make supplemental appropriations for the year up to the amount of
available revenue as certified by the Mayor .
Your Committee on Finance concurs with the intent of Bill 46 and
recommends that it pass first reading
