Your Committee on Finance, to which was referred Resolution 47-85 ,
reports as follows:
The purpose of Resolution 47-85 is to approve a telephone lease which
will require payment from appropriations in future fiscal years .
The clerical center and complaints division of the Mayor 's Office is
being relocated. By combining the installation of the phones for the
two divisions on a multi-year lease work order , a savings to the
County will be realized .
In committee discussion, Councilman Schutte commented on the poor
service and operation of the existing phone system and was leary of
committing the County with a. future lease. Councilwoman Jitchaku
added that a consultant specializing in phone systems had made
recommendations to change the existing system. The Finance Chairman
said that larger companies who have made phone system changes are now
experiencing more problems than they had prior to their changes .
Pursuant to Section 10-11, Hawaii County Charter , leases requiring
payment of funds for more than one fiscal year shall be approved by
the Council, through resolution.
Your Committee on Finance concurs with the intent of Resolution 47-85
and recommends its approval .
