Your Committee on Finance, to which was referred Communication 2
byDante K.
relating to the appointments MayorCarpenter of
Mr . Joseph Andrews as Finance Director and Mr . Francis Smith as
Fire Chief for the County of Hawaii , reports as follows :
Pursuant to the Hawaii County Charter , Sections 5-3. 2 and 6-4. 2, the
County Council is required to confirm the appointments of the Finance
Director and Fire Chief.
Your Committee finds that Mr . Joseph Andrews is qualified for the
position with 22 years in banking whose background reflects both
administrative and supervisory experience with the Bank of Hawaii,
serving as Branch Manager in Kamuela and Assistant Branch Manager at
the Waiakea Branch. Active in community Affairs, Mr . Andrews has
served as Chairman of the St . Joseph School Board and President of
the Hawaii Island Chamber of Commerce. Mr . Andrews is a graduate of
St . Joseph's and the University of Notre Dame with a degree in
Business Administration.
Your Committee has reviewed Mr . Andrews' proposed directions as
Finance Director and finds them to be acceptable. Your Committee
acknowledges favorable public testimony on behalf of Mr . Andrews from
Mr . Robert Santos, Immediate Past President of the Hawaii Island
Portuguese Chamber of Commerce. No unfavorable testimony was
received during the public hearings .

Serving as Deputy Fire Chief since January of 1981, your Committee
finds Mr . Francis Smith an excellent candidate for the position of
Fire Chief. With extensive fire training as a graduate of the
University of Hawaii in fire science, Mr . Smith has continued to
educate himself in being a firefighting professional with classes,
such as Aircraft Crash Firefighting & rescue training, and
Professional Development Series FEMA. Mr . Smith is a member of the
Hawaii and Western Fire Chiefs Association, International Fire Chiefs
Association and Westional Fire Protection Association.
Your Committee has reviewed Mr . Smith' s goals and supports his plan
of adding medical service response units in the Districts of Kau and
Kohala. His objective in decreasing apparatus maintenance costs and
increasing public safety awareness is thoroughly supported by your
Committee. During public hearings , no unfavorable testimony was
received.
Your Committee on Finance refers the names of Joseph Andrews as
Finance Director and Francis Smith as Fire Chief for the County of
Hawaii to the County Council for final consideration.
