Your Committee on Finance, to which was referred Resolution 43-85,
reports as follows :
The purpose of Resolution 43-85 is to transfer $448,169 from the
Collective Bargaining Cost Items account to the following accounts :
HEADQUARTERS - S&W $ 48,529
CID, JAB, VICE - S&W 49 ,459
S . HILO - S&W 117 ,905
HAMAKUA - S&W 22,886
WAIMEA - S&W 62,455
KOHALA - S&W 24 ,053
KONA - S&W 64,452
KA'U - S&W 17 ,008
PUNA - S&W 41,422
$448, 169
The monies will be used to cover anticipated shortages in several of
the Salary and Wage accounts of the Police Department .
In Committee discussion, Finance Chairman De Luz expressed his
concern of the Civil Defense Department 's abuse of overtime.
Councilwoman Jitchaku supported Mr . Harry Kim and his office stating
that he is operating without a deputy; therefore, his overtime is
somewhat justified .
The Finance Director addressed Councilman Schutte' s question stating
that the monies for collective bargaining would be used for both
collective bargaining and overtime compensation. Councilman Schutte
requested that the resolution have specific itemized amounts for
justification and for the purpose of accountability.

Pursuant to Section 10-9 of the Hawaii County Charter,
Appropriations: Reduction and Transfer , the Council , by resolution ,
may transfer part or all of any unencumbered appropriation balance.
Your Committee on Finance concurs with the intent of Resolution 43-85
and recommends its approval, subject to amendments providing for the
breakdown of the figures prior to the next Council meeting.
