Your Committee on Finance, to which was referred Resolution 41-85,
reports as follows :
The purpose of Resolution 41-85 is to transfer $20 ,000 from the
Highway Contingency-Miscellaneous Charges account and appropriate it
to the Street Lights OCE-Contractual Services account .
The transfer is necessary because of unusually high joint pole
maintenance costs which have totaled $26,000 this year compared with
$19 ,500 in prior fiscal years . More billings are expected from HELCo
prior to the close of this fiscal year .
In answer to Councilwoman Lai ' s question, the Finance Director
explained that the increase in cost- was due to the utility company' s
increased efficiency in billing. Apparently, in prior years, their
billing. department was somewhat backlogged.
In response to Councilman Domingo ' s question, the Finance Director
wasn' t sure ifcosts for lighting have actually risen since the
changeover to low pressure sodium lights, though commented that
existing annual costs would most likely rise due to increase in
placement of lights and inflation .
Pursuant to Section 10-9 of the Hawaii County Charter,
Appropriations: Reduction and Transfer , the Council , by resolution ,
may transfer part or all of any unencumbered appropriation balance.
Your Committee on Finance concurs with the intent of Resolution 41-85
and recommends its approval.
