Your Committee on Finance, to which was referred Bill 36 , reports as
follows :
The purpose of Bill. 36 is to amend Ordinance 84-32, the Capital
Budget for FY 1984-85 , by appropriating $90 ,000 for the following
projects:
( 1) Kapoho Radio Site - Powerline $30 ,000
Installation
( 2) Andrews Gym Improvements $60 ,000
Funding for these projects shall be provided from the following
accounts:
Fire Protection Fuels & Lubricants $30 ,000
Transfer to Other Funds Account 60 ,000
Mrs. Gloria Kobayashi from the Andrews Athletic Assocation spoke in
favor of the bill pointing out the hazards of the leaky roof in the
gymnasium. In response to Councilwoman Jitchaku' s question,
Finance Chairman De Luz recommended that the committee approve the
bill instead of seeking State funds from the Department of Education
to help with the roof repair because of time constraints , the hazards
and the liability involved.
In regard to the Kapoho radio site powerline installation,
Councilman Kokubun spoke in favor of the bill , though cited the
potential problem of needing to secure a Conservation District Permit
to bring the power to the site and recommended that the Finance
Committee draft a resolution to influence the acquisition of the
permit .

In answer to Councilman Domingo' s question, Finance Director
Joseph Andrews explained that the funding for the projects were
coming from the Fire Department' s fuels and lubricants account,
$30 ,000 , and the sewer fund, $60 ,000 , which currently has a surplus .
Pursuant to Section 10-6 of the Hawaii County Charter , "at any time
during the fiscal year , the council , by ordinance adopted by the
affirmative vote of at least two-thirds of the entire membership, may
amend the capital budget for that year . "
Your Committee on Finance concurs with the intent of Bill 36 and
recommends that it pass first reading .
