Your Committee on Finance, to which was referred Resolution 21-85,
reports as follows :
The purpose of Resolution 21-85 is to amend Section 5 of Rule 22 of
the Rules of Procedure of the Council of the County of Hawaii ,
relating to administrative policies and procedure .
• Pursuant to Bill 17 which granted the Council Chairman the authority
to provide monthly car allowance to any councilmember , officer or
employee for the regular use of a privately owned automobile in the
legislative branch, Resolution 21-85 will amend the rules to allow
reimbursement through mileage or a flat monthly automobile allowance
for the use of their private automobiles.
In committee discussion, Councilman Kokubun ' s question was addressed
by Legislative Auditor Harry Takahashi, who explained that the law
calls for no specific dollar amount to be in the resolution and the
amounts to be fixed would be at th'e discretion of the
Council Chairman . It was further explained that the past law fixed
the amount of compensation for automobile use per mile by the highest
rate provided by any county collective bargaining unit .
Councilman Kokubun requested that specific dollar amounts be provided
for public record purposes . The Finance Chairman explained that
ample time would be available to discuss the anticipated car
allowance rates with the Council Chairman prior to the next Council
meeting.
Your Committee on Finance concurs with the intent of Resolution 21-85
and recommends its adoption .
