Your Committee on Finance, to which was referred an amendment to the
rules of the Chief of Police for the County of Hawaii , reports as
follows:
The purpose for the amendment is to add a new section governing
roadblocks that deter inebriation . This section, formally titled the
" Intoxication Control Roadblock Procedures " , defines the guidelines ,
precautions and procedure in the use of roadblocks .
As required by Section 91-3 , Hawaii Revised Statutes , a public .
hearing was held on February 14 , 1985 resulting in no adverse
comments .
Pursuant to Section 13-7 of the Hawaii County Charter , all rules and
regulations having the effect of law shall be approved by the Council .
Your Committee on Finance concurs with the amendment to the Rules of
the Chief of Police and recommends its approval .
