Your Committee on Finance , to which was referred Bill 27 , reports as
follows:
The Operating
ose of Bill 27 is to amend Ordinance 84-31 , the 0 atin

Budget for fiscal year 1984-85 , by increasing revenues in Federal
grants in the amount of $6 ,000 and appropriating same to the Breath
Testing Device Purchase account .
During the discussion , Councilwoman Lai spoke in support of the DUI
enforcement program, citing an increasing number of arrests as proof
of their success .
In compliance with Section 10-8 of the Hawaii County Charter ,
relating to Appropriations: Supplemental and Emergency. When during
any fiscal year there are available any funds for appropriation , the
mayor shall certify to the county council and the county council may
amend or make supplemental appropriations for the year up to the
amount of available revenues .
Your Committee on Finance concurs with the intent of Bill 27 and
recommends that it pass first reading .
