Your Committee on Finance , to which was referred Bill 25 , reports as
follows:
The purpose of Bill 25 is to amend Ordinance 84-32, the Capital
Budget for the fiscal year 1984-85 , by appropriating $500 ,000 for the
following projects:

The $500 ,000 will be matched with $1 .8 million in Federal Aid Highway Funds ,
which are available due to delays with the Oahu H-3 Interstate project . These
monies are available through September 30 , 1985 , and will not jeopardize any
future requests for Federal funds . The selected projects listed above may be
designed to Federal specifications and be available for bidding by October 1 ,
1985 . The 1982 Series A Bond issue will be the source used to fund the
County 's $500 ,000 portion .
During discussion , Councilman Schutte requested specific parameters for the
Kawaihae road resurfacing. The Chief Engineer explained the improvements
would begin at the three-way intersection in Kamuela adjacent to the Shell and
Chevron Service Stations and would run makai to the Hale Kea Ranch ending at
the State Highway, border .
In response to Councilwoman Lai 's request that the Alii Drive design be
clarified , the Chief Engineer explained that the study is necessary to plan
the direction of the roadway and relocate any archaeological sites .
Pursuant to Section 10-6 of the Hawaii County Charter, "at any time during the
fiscal year , the council , by ordinance adopted by the affirmative vote of at
least two-thirds of the entire membership, may amend the capital budget for
that year . "
The Committee recommended that Section 3 of Bill 25 be renumbered Section 4
and the added Section 3 to read: "Funds for the foregoing appropriations
shall not be expended unless used for the purposes of matching the federal
funds received due to the delay of the H-3 Interstate Project on Oahu . "
Your Committee on Finance concurs with the intent of Bill 25 , Draft 2, and
recommendsthat it pass first reading .
