Your Committee on Finance , to which was referred Resolution 33-85 ,
reports as follows:
The purpose of Resolution 33-85 is to amend the Salary Ordinance of
1984-85 by promoting a Special Investigator II SR-28 to a position of
Investigator II EM-5 .
The promotion will cost the County an additional $1 ,620 annually and
will exclude the investigator from collective bargaining. The Hawaii
Public Employment Relations Board made the recommendation . Their
findings showed that the Investigator SR-28 is currently in charge of
two divisions within the office . He is responsible for discretionary
and judgmental decisions , many of which affect confidential matters .
His current duties fall into the category of top level management
under current collective bargaining law.
Pursuant to Section 3-14 , Hawaii County Charter , relating to Adoption
of Pay Plan , interim amendments to the salary ordinance may be made
by resolution .
Your Committee on Finance concurs with the intent of Resolution 33-85
and recommends its adoption .
