Your Committee on Finance , to which was referred Resolution 24 ,
reports as follows:
The purpose of Resolution 24 is to transfer $43 ,000 from the
Contingency and Transfer to Other Funds accounts to the Xerox and
Postage accounts to cover the following anticipated shortages:
010-101-5101 .21-115 Xerox $ 3 ,000
Projections for reproduction costs were based upon 180 ,000 copies per
month . Actual copies are averaging closer to 225 ,000 copies per
month . Thus far , 53 percent of the original budget allotment of
$34 ,200 was utilized for the six months ending December 31 , 1984.
010-101-5101 .22-101 Postage $40 ,000
Unanticipated postage for registered mail requirements in the land
use boundary amendment process initiated by the County for
residential subdivisions currently designated agriculture , is
primarily responsible for the overruns resulting in 65 percent of the
budget being spent as of December 31 , 1984. In addition , a two-cent
postage increase effective February 17 also contributed toward the
shortage . These circumstances warrant the need for the additional
funding.
Pursuant to Section 10-9 of the Hawaii County Charter ,
Appropriations: Reduction and Transfer , "if at any time the mayor so
requests in writing, the council , by resolution effective immediately
upon adoption , may transfer , part or all of any unencumbered
appropriation balance from one agency or executive agency to
another . "
Your Committee on Finance concurs with the intent of Resolution 24
and recommends its adoption .
