Your Committee on Finance, to which was referred Resolution 18 ,
reports as follows:
The purpose of Resolution 18 is to amend Section 8 .01 (a ) , the Salary
Ordinance of the Office of the County Council , by adding the
following positions:
1 . One (1 ) new position of Administrative Assistant to
Council Chairman A-12;
2 . Two (2) new positions of Legislative Assistant LR-1 .
In public testimony, Mr . Warren Curtis spoke against the addition of
the three positions . He cited the taxpayers ' expense as his
concern . Finance Chairman De Luz explained that the proposed
positions are necessary to carry an increasing load of legislative
drafting and because they follow up on many of the public 's concerns
and complaints , the positions are necessary to efficiently respond to
those concerns .
Councilman Dahlberg also explained to Mr . Curtis that one of the
three positions (A-12 ) wasn ' t actually being created , in fact , it was
an upgrade of an existing employee 's status .
Pursuant to Section 3-14 of the Hawaii County Charter , interim
amendments to the Salary Ordinance may be made by resolution .
Your Committee on Finance concurs with Resolution 18 and recommends
its adoption .
