Your Committee on Finance , to which was referred Communication 28
submitting the Mayor 's cabinet appointee of Mr . Ronald Ibarra as
Corporation Counsel , reports as follows:
Pursuant to Chapter 2, Section 5-2. 2 of the Hawaii County Charter ,
the Corporation Counsel post is subject to County Council approval .
Mr . Ibarra has his master's degree from Georgetown University in Labor
Law and is currently employed by the County of Hawaii , Prosecutor 's
Office . He has achieved the level of Senior Deputy Prosecutor and
works in the capacity of prosecuting criminal offenses , advising
police , preparing legal documents , training and evaluating deputy
prosecutors .
In response to the confirmation questions , Mr . Ibarra would like to
more carefully evaluate all lawsuits involving the County, aside from
just rendering his legal opinion . He also noted that he would like
to organize the Office of the Corporation Counsel to more effectively
perform its duties , starting with looking into the feasibility of
establishing a litigation division to specialize in lawsuits filed
against the County. Mr . Ibarra has also expressed his intentions of
implementing time studies , to conduct inter-departmental training on
trial techniques with the help of the Prosecutor 's Office .
Your Committee on Finance concurs with the appointment of Mr . Ronald
Ibarra as Corporation Counsel and recommends Council confirmation .
