Your Committee on Finance, to which was referred Bill 685 , reports
as follows:
Bill 685 proposes to amend Ordinance 88-83 , the Operating Budget for
Fiscal Year 1988-89 , by increasing revenues in Fund Balance from
Previous Year , Account No . 2271 .00 , by $105 ,470 and appropriating
same to the following account:

Funds
Communication 1855 states that there is an unapp opriated fund
balance in the Parks Dedication Fund account of 167,439 . 76 .
It further states that $105 ,470 is to be appropriated to construct
restroom facilities , a baseball backstop, soccer goal posts , outdoor
courts , and off-street parking at Ahualani Park .
The communication goes on to explain that the park is a level
3 .5 acre grassed playing field which has only playground equipment
and fencing. The park serves the entire Waiakea Homesteads area
above Komohana Street up to Waiakea Uka School .
Your Committee expressed concern about the source of the funds .
Questions arose as to whether funds earmarked for other park
projects could be used for this park . The Corporation Counsel said
that , contingent upon further research , he feels that funds should
be used in the area that funds were generated.
The Finance Director was directed to furnish the members of the
Council a recap of the sources of all the funds for Ahualani Park by
the next Council meeting on November 30 , 1988 .

Your Committee learned that the park has been officially dedicated
to the County of Hawaii .
Your Committee on Finance is in accord with the intent and purpose
of Bill 685 and recommends that it rse first reading.
