Your Committee on Finance, to which was referred Bill 666, reports
as follows:
Bill 666 proposes to amend Ordinance 88-83 , the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $828,500 and
appropriating same to the following account:

The funds are being transferred to the Bond Fund to provide
allocations to projects incorporated in Bills 667 through 675 ,
amending the Capital Budget .
Your Committee on Finance has recommended that the Waimea Landfill
project be incorporated into the operating budget . Your Committee
has also concurred with the Legislative Auditor 's recommendations as
to the means by which the Waimea Landfill project would be funded .
Your Committee on Finance has amended Bill 666 by reducing the
amount of the transfer by $57,564 . This reduction in the transfer
amount will not affect the allotment for projects in the bond fund
as the $150 ,000 originally planned for the Waimea Landfill project
(Bill 634 ) is available since Bill 634 has been filed .
Your Committee on Finance is inord with the intent and purpose
of Bill 666, Draft 2, and reco mends that it pass first reading.
