Your Committee on Finance, to which was referred Bill 665 , reports
as follows :
Bill 665 proposes to amend Ordinance 88-83, the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $100,000 and
appropriating same to the following account :

Section 15-3, Hawaii County Charter , Relating to Mandatory Charter
Review, states that the Charter shall be reviewed in 1989 and every
tenth year thereafter . No later than the fifteenth day of January
of the Charter review year , the Mayor , with the confirmation of the
Council , shall appoint an eleven member Charter Commission to study
and review. the operations of the County Government under the current
Charter .
Based upon the incurred expenditures of the past Charter review,
$100 ,000 is being proposed to cover the 1989 Charter review expenses .
Your Committee on Finance finds that the proposed expenditure is
reasonable to enable the Charter Commission to carry out its
designated responsibilities under the current Charter .
Your Committee on Finance is in a ord with the intent and purpose
of Bill 665 and recommends that t pass first reading.
