Your Committee on Finance, to which was referred Bill 664, reports
as follows:
Bill 664 proposes to amend Ordinance 88-83, the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $7, 331 and
appropriating same to the following account:

Your Committee did not concur with the recommendations of the
administration that the Waimea Landfill project to put out the fire
and to install a layer of cover material be funded as a capital
improvement project . Your Committee directed the Legislative
Auditor to prepare an appropriation bill to incorporate the Waimea
Landfill project as an operating budget item.
In order to accommodate the request of the Committee , the
Legislative Auditor has recommended the following:
1 . Amend Bill 664 by increasing the Fund Balance From Previous
Year in the General Fund to $130 ,000 and appropriating same
to the Waimea Landfill cleanup effort .
2. File Bills 654, 659 and 660 , relating to new positions and
attendant equipment expenses for the Planning Department,
Safety Coordinator , and Prosecuting Attorney.
3 . Amend Bill 666 , transferring $828,500 from the General Fund
to the Bond Fund, by reducing the transfer amount to
$770 ,936 .
4 . Amend Bill 672, increasing the appropriation for the
Evidence Storage Warehouse from $110 ,000 to $365 ,000 and
redesignating the source of funds from the sale of general
obligation bonds to funds from the General Fund, to allow
the use of the Bond Fund fund balance as another source of
funding for the Evidence Storage Warehouse . When Bill 634
is filed, $130 ,000 in the Bond Fund fund balance will become
available .

Your Committee concurs with the recommendations of the Legislative
Auditor and has amended Bill 664 accordingly.
Your Committee on Finance recommends that Bill 664, Draft 2, be
approved on first reading by thedncil .
