Your Committee on Finance , to which was referred Bill 660 , reports
as follows:
Bill 660 proposes to amend Ordinance 88-83, the Operating Budget for
Fiscal Year 1988-89 , by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $45 ,605 and
appropriating same to the following accounts :

The proposed expenditures are to fund three new positions : Hilo
Office - Senior Clerk-Steno and a Clerk Steno; Kona Office -
Investigator . The Prosecutor 's Office is in need of additional
clerical positions to input data into the information management
system. Increased caseload in West Hawaii also warrants the need to
fill the Kona Investigator ' s position .
Your Committee on Finance is concerned that the fund balance is
being recommended as a resource to allocate funds for the hiring of
new personnel positions . Recurring cost items , such as personnel
costs, should be funded by resources which are of the recurring
nature .
