Your Committee on Finance, to which was referred Bill 659, reports
as follows:
Bill 659 proposes to amend Ordinance 88-83, the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $9, 600 and
appropriating same to the following accounts :

The centralization of workers compensation cases with the Safety
Coordinator necessitates a new Clerk-Typist position . Centralizing
the preparation of Labor Board forms , etc. , will eliminate
duplication of reports and forms .
Your Committee on Finance is concerned that the fund balance is
being recommended as a resource to allocate funds for the hiring of
new personnel positions . Recurring cost items , such as personnel
costs, should be funded by resources which are of the recurring
nature .
Your Committee on Finance recommends that the file on Bill 659 be
closed .
