Your Committee on Finance, to which was referred Bill 654, reports
as follows:
Bill 654 proposes to amend Ordinance 88-83, the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in the Fund Balance from
Previous Year account in the General Fund by $9,900 and
appropriating same to the following accounts :

010-141-5141 .06-450 Planning Equip - Office F&F General 2, 600
Total $9 ,900
The justification for the expenditure is that the two planners
assigned to West Hawaii have no clerical assistance and that there
are no expendable personnel in Hilo to assign to West Hawaii .
Requested funds would cover for six months ' funding of a Senior
Clerk position plus necessary equipment .
Your Committee on Finance is concerned that the fund balance is
being recommended as a resource to allocate funds for the hiring of
new personnel positions . Recurring cost items , such as personnel
costs , should be funded by resources which are of the recurring
nature .
Your Committee on Finance recommends that the file on Bill 654 be
