The purpose of Resolution No . 496-88 is to transfer and appropriate

Communication 1853 explains that the funds for the Alii Drive
project is needed for the final phase of development for a
landscaping project near Emma Square on Alii Drive which will cover
design and construction costs .
The communication further explains that the funds will cover
construction costs of a project which covers a 7/10 mile stretch
along the oceanside shoulder of Kalanianaole Avenue .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in acco with the intent and purpose
of Re.solgtion No . 496-88 and recommends its adoption .
