Your Committee on Finance, to which was referred Bill 634, reports
as follows:
Bill 634 proposes to amend Ordinance 88-81 , the Capital Improvement
Budget for Fiscal Year 1988-89 , by adding the following project:
Department of Public Works
Waimea Landfill $130 ,000
(110-699-5694 .02-115 )
Funds for this project shall be provided from the Bond Fund Fund
Balance .
Your Committee is aware that the PP
Department of Health approved the
P
Solid Waste Division 's closure plan for the Old Waimea Landfill on
April 16, 1988 . The plan is to include putting out fires, capping
the landfill with two feet of compacted soil , landscaping and a
two-year maintenance period. The funds will be used to begin the
project by extinguishing the fires and capping the landfill
partially.
Bill 634 was passed on first reading and referred back to Committee
to allow the Committee the opportunity to consider the Waimea
Landfill proposal in conjunction with the recommendations
accompanying the rest of the available fund balances .
Being as the intent and purpose of Bill 634 is to put the fires out
and capping the landfill for closing purposes , your Committee feels
that these are operational functions and is recommending that
operational funds be used .

Your Committee on Finance is not in accord with the intent and
purpose of Bill 634 and recommends that it be filed .
