Your Committee on Finance, to which was recommitted Bill 632,
reports as follows:
Bill 632 proposes to amend Ordinance 88-81 , the Capital Improvement
Budget for Fiscal Year 1988-89, by adding the following project:
Department of Parks and Recreation
Laupahoehoe Boat Ramp $30 ,000
(110-599-5593 .52-115 )
Funds for this project shall be provided from the Bond Fund Fund
Balance .
Your Committee is aware that these funds will go towards additional
improvements to the boat ramp. The improvements include paving the
area between the ramp and breakwater to prevent erosion. Other
improvements include installing tire bumpers or other protective
devices along the ramp walls to prevent damage to boats and
installing of lighting within the ramp area .
Bill 632 was passed on first reading and referred back to Committee
to allow the Committee the opportunity to consider the Laupahoehoe
Boat Ramp proposal in conjunction with the recommendations
accompanying the rest of the available fund balances .
Ms . Lisa Barton, representing the North Hilo Community Council ,
testified on the improvements needed at the Laupahoehoe Boat Ramp
and requested that funds be approved for the project .

Your Committee on Finance is in accord with the intent and purpose
of Bill 632 and recommends that it pass second and final reading .
