Your Committee on Finance , to which was referred Bill 650 , reports
as follows:
Bill 650 proposes to amend Ordinance 88-83 , the Operating Budget for
Fiscal Year 1988-89, by increasing revenues in General Fund Account
No . 3304. 35 , State Grants - Innovative Infrastructure Conference , by
$10,000 , and appropriating same to the following General Fund
account:

INFRASTRUCTURE CONFERENCE
Communication No . 1807, dated October 3, 1988, informs the Council
that the grant was received from the Hawaii State Office of
Planning. The grant is to be used to cover expenses incurred at the
" Innovative Infrastructure Financing Conference " which was held on
October 6 and 7 at the Hyatt Regency Waikoloa ®
The Finance Director explained to the Committee that the $10 ,000 was
to be used as a "backup" to pay for expenses incurred and in all
likelihood, the entire amount would be expended.
The Finance Director was directed to furnish the Finance Committee ,
for the record, with copies of all bills incurred at the conference .
Your Committee on Finance is in accord with the intent and purpose
of Bill 650 and recommends that pass first reading.
