Your Committee on Finance , to which was referred Bill 631 , reports
as follows:
Bill 631 proposes to amend Ordinance 88-81 , the Capital Improvement
Budget for Fiscal Year 1988-89, by redesignating the source of funds
for the following project :
Department of Parks and Recreation
Hilo o Armory $20 000

Funds for this project shall be provided from the Bond Fund Fund
Balance .

Your Committee is aware of the justification for these funds which
is as follows : "CDBG funds of $225 ,000 were approved for roof
repair/replacement . A condition of the grant stipulated that these
funds could only be used to cover 91% of the anticipated costs ,
inasmuch as only 91% of the uses within the building qualified for
grant funds . The requested $20 ,000 would be used to fund
improvements covering the remaining 9% of the building. "
Your Committee on Finance is in accord with the intent and purpose
of Bill 631 and recommends that it mss first reading.
