Communication 1808, dated October 3, 1988, explains that the Kona
Police Vice Section is using a Leading Edge Word Processing Computer
which includes a monitor , keyboard and printer . This computer is on
loan from NIMBUS, at no cost, to monitor smuggling and other related
illegal activities .
The communication further explains that due to a cutback of NIMBUS
funding , the Police Department can no longer have free use of the
equipment . NIMBUS has offered to sell the computer for 11 ,187 . 68,
including tax and one year 's maintenance service .
It is pointed out that the computer has been beneficial to police
operations .
In answer to an inquiry about the equipment, the Finance Director
explained that the equipment remains in the Police Department and
becomes County of Hawaii property .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
