Your Committee on Finance , to which was referred Resolution
No . 490-88 , reports as follows:
The purpose of Resolution No . 490-88 is to transfer and appropriate
$1 ,090 .00 as follows:

040-283-5283 . 06-454 PARKING METER EQUIPMENT
Communication 17.85 explains that the reason for the
appropriation/transfer of $1 ,090 .00 is to establish an appropriation
for computer equipment in the Parking Meter Fund .
It is further explained that approximately 1 .5 hours of computer
time per day is needed to research information on vehicle
registration for inclusion on parking citations issued by the
parking violations clerk . The computer time for this is now being
furnished by either the Treasury or Election Division .
Your Committee is aware that having the Parking Meter Fund service
the daily requirement would be more efficient .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in ac with the intent and purpose
of Resolution No . 490-88 and recommends its adoption .
