Your Committee on Finance , to which was referred Resolution
No . 488-88 , reports as follows:
The purpose of Resolution No . 488-88 is to request that the Mayor of
the County of Hawaii make an assessment of the feasibility of
establishing on-site self-supporting child care centers for public
employees .
Enclosed with Communication No . 1765 is Resolution No . 14 passed by
the 1988 HGEA General Assembly which urges the several county
councils to support on-site self-supporting child care centers for
public employees .
In support of the above resolution, Resolution 488-88 makes the
following points : Child care is a major issue ; the increasing daily
needs of our society require that both spouses be employed ; children
must be cared for when parents are working .
Your Committee heard testimony from a spokesman from HGEA in which
he emphasized that there is a growing concern throughout the state
and even nationally about the need for on-site self-supporting child
care centers for public employees . He testified that while it is
not certain that a need exists in Hawaii County, the HGEA would be a
willing participant in any feasibility study that might be made .
In the discussion, it was brought out that in n federally funded
housing projects , there are provisions for child care centers . For
instance , at the Lailani housing project , a study is presently being
conducted to try to identify the numbers of potential users of such
a facility . More than 50 percent of the prospective participants
must be from the low-mod income bracket . The study is only for West
Hawaii and should be completed in a few weeks .
A question arose as to whether any plans for child care centers are
being considered at the Hyatt Hotel and if the County has anything
to do with it . A spokesman from the Housing and Community
Development Office said that he will look into it and report back to
the Committee .

A copy of Resolution 488-88 is to be sent to
Mayor Dante K. Carpenter . It was suggested that a copy be also sent
to the Hawaii Government Employees Association .
Your Committee on Finance concurs with the intent of Resolution
No . 488-88 and recommends its adoption .
