Your Committee on Finance, to which was referred Bill 618, reports
as follows:
Bill 618 proposes to amend Ordinance 88-81, the Capital Improvement
Budget for Fiscal Year 1988-89, by adding the following project :
POLICE DEPARTMENT
Kona Police Station Gas Pump $250,000

Funds for this project shall be provided from the Bond Fund Fund
Balance.
Communication 1627 .1 indicates that the funds are to be used for the
purpose of installing two gas pumps and fuel tanks for the new Kona
Police Station. The appropriation will include the construction of
a structure which will shelter the pumps and provide space for :
1. a radio equipment room which will house the microwave loop
relay equipment ;
2. a storage room for oil, flares, etc. , to be furnished to
department vehicles;
3 . a room for the air compressor ;
4. a room to be used by radio technicians for repair and
maintenance work .
The Chief Engineer has indicated that leaving Item 4 out would have
a negligible effect on the total cost .
Your Committee was informed that the Director of Finance is in the
process of certifying the availability of the Bond Fund Fund
Balance. He indicated that the use of this fund balance would put
the County near the bottom of the Bond Fund Fund Balance .

Concerns were raised about some of the conditions of the shelter .
The decision to put the microwave loop equipment there is an
administrative decision. To remove the room for repair and
maintenance would be impractical because it is part of the
building. The rest of the pump is about 70 percent of the $250,000
and this should cover all costs relative to equipment .
Your Committee on Finance is in accord with the intent and purpose
of Bill 618 and recommends that it pass first reading, on the
condition that it is certified that there is sufficient funds in the
Bond Fund Fund Balance or funds from other sources .
