Your Committee on Finance, to which was referred Bill 612, reports
as follows:
Bill 612 proposes to amend Ordinance 88-83, as amended, the
Operating Budget for Fiscal Year 1988-89, by increasing revenues in
the following account :
3304. 33 STATE GRANT General $45,000
HCEOC BUILDING RENOVATION Fund
and appropriating same to the following account :
010-911-5911 .53-341 HCEOC BUILDING RENOVATION General $45,000
Fund
Based upon Communication 1744, your Committee is aware that these
funds are being provided by the State, as authorized by Act 217 of
the 1987 State - Legislature, for the purpose of renovating the site
occupied by the Hawaii County Economic Opportunity Council at the
old Hilo Memorial Hospital .
The Director of the HCEOC explained to the Committee that the
repairs consist of modifications to drain pipes and parts of the
sewage system to alleviate the stench and backup problems, and to
repair the roof of its leaking condition.
It was further explained that funds will only be used to purchase
materials and that the work will be done by HCEOC personnel . If put
out to bid, the estimated cost would exceed $250 ,000 .
Your Committee on Fince is in accord with the intent and purpose
of Bill 612 and commends that it pass first reading.
