Your Committee on Finance, to which was referred Bill 606, reports
as follows:
Bill 606 amends Ordinance 88-83 , as amended, the Operating Budget
for Fiscal Year 1988-89, by increasing the State Grants Revenues
Account No . 3304 . 33, entitled "State Grants - EM Pay Adjustments" in
the General Fund, Highway Fund and Sewer Fund by the sum of $247 , 272
and appropriating same to the following accounts :

These funds have been provided by Act 400 of the 1988 State
Legislature. Act 400 allows for the adjustment of pay for all
current excluded managerial employees who have remained incumbents
since the excluded managerial compensation plan went into effect on
July 1 , 1981 and those employees who were similarly ,assigned to the
plan without a pay increase prior to July 1 , 1982.
Communication 1731 also acknowledges that the amount received from
the State is short $10 ,380 and will be covered by the County ( see
Resolution 475-88) . The actual cost of the adjustment , as
calculated by the Department of Civil Service, is $257, 652.
Your Committee concurs with the purpose of Act 400 to allow for the
compensation adjustments .

Your Committee on Finance is in accord with the intent and purpose
of Bill 606 and recommends that it pass first reading.
