Your Committee on Finance, to which was referred Bill 602, reports
as follows:
Bill 602 amends Ordinance 88-83 , as amended, the Operating Budget
for Fiscal Year 1988-89, by increasing the revenues from State
Grants by $303 ,507 and appropriating same to the various accounts in
the Fire Department .
The additional funds will provide for emergency medical services to
the North Kohala Fire Station. The $303 ,507 will provide for
emergency medical positions, a mechanic and the costs associated
with the respective positions .
The Director of Finance informed the Committee that under the terms
of a new contract agreement recently received by the Fire
Department, the amount of the additional funding will be $202, 335
rather than the original figure of $303 ,507 . It was requested by
the Committee that a breakdown of how the $202, 335 is to be expended
be submitted to the Council .
A concern was raised about the need for EMS facilities at the Pahoa
fire station because of the great distances involved , especially
when incidences occur at places like Kapoho and Kalapana. In
response to the idea of relocating the Keaau EMS facilities to
Pahoa, the Fire Chief said that while the idea was worth exploring,
it would still be about two years away because of the need to work
out an agreement with the State .
The Chief further indicated that the additional funds are primarily
for salary and wages for the North Kohala unit which starts on
December 12, 1988 .

Your Committee agrees with the purpose that the additional EMS funds
is to provide services to the North Kohala community.
Your Committee has requested that the Finance Director prepare
proper amendments to Bill 602 for consideration by the Council .
Accordingly, your Committee on Finance recommends that Bill 602 be
referred to the Council for passage on first reading with
consideration of amendments to be furnished by the Finance Director .
