Your Committee on Finance, to which was referred Bill 600 , reports as
follows :
Bill 600 proposes to amend Ordinance 88-81, the Capital Improvement
Budget for Fiscal Year 1988-89, by adding funds to the following
project as outlined below:
DEPARTMENT OF PUBLIC WORKS
Kailua-Kona Sewage System, Phase II Fund $18 , 600

Your Committee on Finance has been informed that the sum of $18, 600
had been received from certain developers to cover the cost of
equipment and improvements which will allow the Kailua-Kona sewage
system to be improved . These improvements , which will include the
ability of the system to accept additional flows and to improve the
process and quality control of the system, will also help to bring the
system up to the operational standards mandated by the State
Department of Health.
Your committee has been further informed that the funds were received
in the 1987-88 fiscal year and had lapsed, therefore, the source of
the funding is the Fund Balance of the Kailua-Kona Sewage System,
Phase II Fund .
Your Committee on Finance is in accord with the intent and purpose of
Bill 600 and recommen s that it pass first reading . '
