Your Committee on Finance, to which was referred Resolution
No . 475-88, reports as follows:
Resolution No. 475-88 proposes to transfer $10 ,380 from the
Miscellaneous Insurance Claims & Judgments Account
( 010-911-5912. 21-339) in the General Fund to the EM Pay Adjustments
Account ( 010-911-5912 .65-341) .
Your Committee is aware that this transfer is necessary to cover the
difference of $10 ,380 between the $247,272 received from the State
through Act 400 of the 1988 State Legislature and the $257, 652 that
represents the actual cost of the pay adjustments to the excluded
employees affected by the provisions of Act 400 .
Your Committee is further aware that Bill 606 is the appropriation
bill authorizing the receipt and expenditure of the $247, 272 from
the State.
During discussion, your Committee was informed that the need for the
additional $10 ,380 was caused by a difference in the method of
computation between the County and the State . The State did not
allow for additional compensation adjustment to cover the
computational discrepancy.
Your Committee directed the Personnel Director to once again pursue
the possibility of obtaining the difference of $10 ,380 from the
State.
In response to the question regarding who the excluded managerial
employees were , the Personnel Director indicated that 18 personnel
are affected and he will furnish the members of the Council with a
list of the names .

Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 475-88 and recommends its adoption.
