Your Committee, on Finance, to which was referred Bill 569 , reports
as- follows:
The purpose of Bill 569 is to amend Ordinance 86-31, adopted
April 9 , 1986 , relating to General Obligation Bonds , by adding the
following project :
Kona Police Station Gas Pump - $250 ,000
Your Committee on Finance is aware that the funds are needed to
install a gas pump and two fuel tanks (unleaded and leaded) at the
new Kailua Police- Station. It also includes a building for a radio
room, toilets and shelter for the pump. Funds for this project will
come from the 1986-A bond issue .
Your Committee on Finance was asked by the Director of Finance to
close the file on Bill 569 as the funds ($250 ,000 ) were needed for
the original purpose for which it was intended - the Ihilani Place
water project .
A lengthy discussion followed concerning the advisability of
including the radio and bathroom facilities as part of the building
which houses the gas pump. There were concerns expressed that these
may be amenities which would unnecessarily add to the cost at this
time . The 'Director of Finance and the Chief Engineer were both
directed to look into the matter and provide the Council with more
information about the radio and bathroom facilities .
Throughout the discussion, it was evident that all were concerned
with the need for the gas pumps at the earliest possible time before
completion of the paved parking area. All were in agreement that
the preempted funds needed to be replaced as soon as possible .
Your committee was assured that funds from other sources can be made
available to complete the project .

Your Committee on Finance is in agreement with the recommendation of
the Director of Finance and recommends that the file be closed on
Bill 569 and that other sources of funding for the Kona police
gasoline pump project be looked i o .
