Re: FC Rept. 514 �, 411 REPORT OF THE 411 , • COMMITTEE ON FINANCE Date: May 23 , 1988 Place: Councilroom Time: 10 :00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee, on Finance, to which was referred Communication No . 1624 reports as follows: Communication No . 1624 is a communication from Councilman Sherwood Greenwell informing the Council of the cost estimates for the improvements to the Kona Scenic Park and requesting that this project be included in the 1988-89 Capital Improvement Budget . The letter further points out that Kona lacks recreational facilities to accommodate team activities and the development of the park would help to fill the void. Attached to the letter is a communication from the Director of Parks and Recreation which discusses the possibility of developing the park for soccer , football and baseball activities . A basketball and tennis court is already planned . The estimated cost of developing the park is as follows: 1 . Top soil 8" deep - 4260 cu . yds . soil $ 8 ,600 2 . Hauling of soil @ $10/cu . yd. 42,600 3 . Field construction 12 ,000 4 . Seeding of 4 acres @ $8 ,000/acre 32,000 5 . Irrigation system design, materials, labor 100 ,000 6 . Drainage culvert at park entrance 10 ,000 7 . Backstop for baseball/softball 20 ,000 8 . Removable goal posts 3 ,000 9 . Fencing 28 ,000 $256 ,200 Your Committee on Finance is aware that the issue has surfaced in the past and there was discussion centering on various aspects of developing the park. Some concerns expressed were that the establishmentof the park would create noise and invite disturbing elements, such as drinkers . Your committeewas made aware that the park falls under the no-drinking category. FC REPORT No. 514 ADOPTED : • , 410 • FC-514 Page 2 May 23 , 1988 Your committee has learned that the park is intended for the recreational use of younger people and no lights are expected to be erected . The land for the park was a requirement that had to be met for the establishment of the subdivision .
