No . 453-88 , reports as follows:
The purpose of Resolution No . .453-88 is to transfer and appropriate

(Construction and Installation of Neighborhood Watch Signs )
Your Committee on Finance is aware that Ordinance 87-118 , adopted on
November 18 , 1987 , established a Neighborhood Watch Program under
the Hawaii County Police Department . The purpose of the program is
to assist communities , which have organized a neighborhood watch
program, in the promotion of crime prevention .
Your committee is also aware that Ordinance 87-118 authorized- the
construction and installation of neighborhood watch signs at
appropriate locations on public property. According to Public Works
Committee Report No . 194 , the Finance Committee Chairman stated that
the Finance Committee would look into the funding after the
enactment .of the proposal .
Your committee has been informed that the Volcano community has
purchased their neighborhood watch signs and is requesting
assistance to install them.
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution , may transfer part or all of any unencumbered
appropriation balance from one agency to another .
