Your Committee on Finance , to which was referred Resolution
No . 451-88 , reports as follows:
The purpose of Resolution No . 451-88 is to approve the payment of
the County 's share of 9 percent of the nonstate annual operating
cost for the training center for operators of wastewater treatment
plants for a period of ten years, to include commitment of future
years ' funding.

Your Committee on Finance is aware that pursuant to Section 340B-3,
HRS, and the Hawaii Law for Mandatory Certification of Operating
Personnel in Wastewater Treatment Plants, the Department of Health
is authorized to issue certificates entitling qualified individuals
to operate wastewater treatment plants .
Your committee is further aware that , pursuant to Section .109 (b ) of
Public Law 95-217 , the U. S . Environmental Protection Agency awarded
a grant to establish a facility to train and upgrade wastewater
treatment works operation and maintenance personnel on a statewide
basis .
Your committee heard discussion on the financing of the training
program and expressed its concern about the open-ended nature of the
financing plan . To rectify this , your committee amended the
resolution which, in effect , would put a cap on the cost of the
program to the County. The first paragraph on Page 2 was amended to
read as follows: "NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF
THE COUNTY OF HAWAII THAT : 1 . It approves the payment of the
County 's first year 's share [of nine percent (9% ) ] which will not
exceed $12 ,000 of the nonstate annual operating cost for the
training center . "

Your committee is aware that for the first year , the State is
appropriating 40 percent of the approximately $125 ,000 total cost .
Thus, the County of Hawaii ' s share would be about 9 percent of the
remainder of the cost .
Your committee was informed that funds for this training program
have been budgeted for the fiscal year 1988-89 .
Your committee was further informed of a letter from the United
Public Workers organization supporting the concept of the training
program and urging passage of Resolution 451.
Pursuant to Section 10-11 of the Hawaii County Charter , any
contract, lease or other obligation requiring payment of funds from
appropriations of a later fiscal year be approved by resolution of
the Council .
Your Committee on Finance concurs with the intent of Resolution
No . 451-88, as amended , and recommends its adoption .
