Your Committee on Finance, to which was referred Bill 519 , reports
as follows:
The purpose of Bill 519 is to amend Chapter 2, Article 26 ,
Sections 2-148 and 2-149 of the Hawaii County Code 1983 .
Your Committee on Finance is of the understanding that the reason
for the amendments is to give the Corporation Counsel and the
Prosecuting Attorney greater discretion in advancing salaries in the
pay grades LG-1 and LG-2 of the deputy prosecuting attorney and the
deputy corporation counsel in the first year of their employment .
The changes in salary will be based upon merit and office guidelines
rather than on a time factor .
Your Committee on Finance is aware that Bill 519 was passed on first
reading by the Council on April 6 , 1988 and referred back to the
committee for further explanation and discussion.
During discussion at the committee meeting , the Prosecuting Attorney
made the following points :
1 . That there is a problem with the present system of promoting a
deputy . He explained the problem with an example as follows:
a deputy who is promoted for doing a good job at 6 months
after being hired must wait another 12 months for another
promotion . Whereas, a deputy who may not have been as
proficient and was passed up for promotion at 6 months can
theoretically be promoted three steps at the end of the first
year . Thus, he or she could conceivably bypass the more
proficient deputy according to the present system.
2. That this proposal was not something new but it had been
brought up before in 1985 .
3 . That this proposal would give a new deputy an incentive to do
well and be eligible for an earlier promotion.

4 . That the budget would be based upon the position level of the
deputy who occupied the slot at budget time. Raises granted
for new hires would be covered by the difference between the
amount the previous deputy earned and the lower salary of the
new deputy.
5 . That it changes the criteria for a deputy to be eligible for a
pay raise from one based on time to one based on the deputy 's
proficiency according to office guidelines .
6 . That it would eliminate the need for an experienced deputy to
stay on entry-level pay for one whole year if he proves his
proficiency sooner .
Your Committee on Finance is in accord with the intent and purpose
of Bill 519 and recommends that it pass second and final reading .
