NUTRITION PROGRAM, ELDERLY ACTIVITIES DIVISION DEPARTMENT OF PARKS & RECREATION 1 . Reallocate one position of Clerk-Stenographer SR-9 to Account Clerk SR-11 , effective October 16 , 1987 . 2. Reallocate one position of Assistant Account Clerk SR-8 to Senior Clerk-Typist SR-10 , effective December 1 , 1987 . 3. Reallocate one position of Community Services Aid II SR-9 to Community Service Aid III SR-9 , effective October 1 , 1987 . Section 8 .09 ( f-3) . COORDINATED SERVICES, ELDERLY ACTIVITIES DIVISION DEPARTMENT OF PARKS & RECREATION 1 . Reallocate one position of Clerk-Stenographer SR-9 to Senior Clerk-Stenographer SR-11 , effective October 1, 1987 . 2 . Reallocate seven positions of Community Services Aid I SR-7 to Community Service Aid II SR-7 , effective October 1 , 1987 . 3 . Reallocate 13 positions of Community Services Aid I SR-7 to Community Service Aid III SR-9, effective October 1 , 1987 . 4 . Reallocate one position of Community Services Aid III SR-12 to Coordinated Services District Supervisor SR-13, effective October 1, 1987 . 5 . Reallocate one position of Supervising Homemaker SR-12 to Coordinated Services District Supervisor SR-13 , effective October 1, 1987 . 6 . Reallocate one position of Homemaker SR-9 to Community Service Aid III SR-9, effective October 1, 1987 . \. FC REPORT NO , 498 MAY 4 ADOPTED : 19.:1; J Q FC-498 Page 2 April 25 , 1988 Your Committee on Finance is aware that the reallocation of the 27 positions in the Elderly Activities Division, Department of Parks & Recreation, is the result of a comprehensive review of all exempt positions in the division . Your committee is further aware that in the case of the 23 Community Services Aid positions, an entirely new class structure has been developed . Some positions will be moved laterally into the new classes while others will be reallocated upwards . Funds are available in the current Salary & Wages account for these reallocations . Your committee has been advised that all positions are exempt from Civil Service regulations and are therefore subject to the approval of the Council . Your committee heard an explanation by the Acting Director of Personnel that there was a study to determine the feasibility of converting the non-exempt positions to civil service . As a result of the study, the recommendation was made to keep these positions exempt at this time but continue to use civil service classifications . Conversion to civil service status do not require any approval by the Council . The State law authorizes the Director of Personnel to convert those positions that are no longer temporary or experimental in nature. Your committee was informed that the Department of Civil Service is currently converting positions from exempt to civil service. These conversions take time as applicants need to be qualified. It was suggested to the Acting Director of Personnel that the Council be kept informed when the conversions do take place so their effects on the budget can be evaluated . It was further pointed out that in anticipation of some conversions being made in the coming fiscal year , the additional costs have been included in the budget proposal . Pursuant to Section 3-14 , Hawaii County Charter , interim amendments to the Pay Plan may be made by resolution . r . , , 1 • e FC-498 Page 3 April 25 , 1988 Your Committee on Finance concurs with the intent of Resolution No. 442-88 and recommends its adoption .
