No . 437-88 , reports as follows:
The purpose of Resolution No . 437-88 is to transfer and appropriate
$8 ,000 as follows:

Your Committee on Finance was informed that these funds are for the
purpose of a state-wide voter confirmation program and it will cover
postage expenses . -
Your committee was further informed that this program was to have
taken place in the fiscal year 1988-89, but was changed because of
the closeness to the 1988 elections . It will be held sometime in
May or June , 1988 .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 437-88 and reends its adoption .
