Your Committee on Finance, to which was referred Bill 526 , reports
as follows:
Bill 526 proposes to amend Ordinance 87-58 , the Operating Budget for
Fiscal Year 1987-88 , by increasing revenues in General Fund Account
No . 3304 .97 , State Grants-Energy Audits, by $16 ,000 , and
appropriating same to Account No . 010-161-5162 .01-115, Energy Audits .
Your Committee on Finance has been advised that the sum of $16 ,000
has been granted to the County by the State Department of Business
and Economic Development . This grant is to be used to conduct A-2
Energy Audits for government buildings , small retail establishments,
restaurants and the commercial-industrial sector .
Your Committee on Finance expressed concerns about several aspects
of the grant which were clarified by the Director of Finance . The
committee was assured that the program was not a repetition of an
extensive energy study that was done by the County a few years ago .
There were further assurances made that no County funds are involved
nor will there be any used in the future. The audit is to be
contracted out by the Department of Research & Development .
Committee members had concerns regarding the implications upon the
County should the findings reveal shortcomings . The question arose
as to what then would the County ' s responsibility be as
administrators of the contract . The committee was assured that the
County was not legally bound to expend more funds to take corrective
measures as a possible result of the findings.

Your Committee on Finance is in accord with the intent and purpose
of Bill 526 and recommends tiperit pass first reading.
