Your Committee on Finance, to which was referred Resolution
No. 431-88 , reports as follows:
The purpose of Resolution No. 431-88 is to transfer and appropriate
$92,000 as follows:

Your Committee on 'Finance has been informed that the Police
Department has depleted its overtime funds and needs funds to be
transferred from outside sources to meet its overtime compensation
needs . It is estimated that the compensatory time conversion and
overtime requirements for the rest of the fiscal year to be about
$92 ,000 .
Your committee has been further informed that in the past month,
over 2,000 hours of compensatory time hours have been converted
which still leaves a total outstanding compensatory time hours at a
little less than 10 ,000 hours .
Your committee expressed concern about creating a new account and
how the $92,000 would eventually be used . The committee was assured
by the Director of Finance that the funds will be allocated for
overtime salaries and wages only and will not be diverted to other
uses , such as travel . The present procedure being used is in line
with previous overtime appropriations made in October 1987 . As
such, your committee was assured that this account is not a new
account .
The. Director of Finance indicated that there are 9 ,886 .6 hours of
overtime outstanding which amount to about $118 ,553 .73 in monetary
terms .

The committee was informed that the $92,000 figure was arrived at by
the Deputy Chief of Police based on historical data. The Chief of
Police further indicated that the amount was sufficient to cover the
anticipated requirements until June 30 , 1988 .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in accord with the intent and purpose
of Resolution No. 431-88 and recommends its adoption.
