Your Committee on Finance , to which was referred Bill 515 , reports
as follows:
The purpose of Bill 515 is to make changes in the fee schedule of
the public records fees .
Your Committee on Finance has been informed that the changes , along
with the justification for changes , are as follows:
Chapter 2 , Article 17 , Section 2-104 , subsection (c) Ordinances ,
[and] Resolutions , and Chapters of the Hawaii County Code
Justification:
This subsection has been amended to provide for the sale of
various chapters of the Hawaii County Code, in accordance
with the rates charged for ordinances .
Chapter 2, Article 17, Section 2-104 , subsection (g) , County

Justification:
Increase is needed because of normal inflationary pressures .
Chapter 2, Article 17 , Section 2-104 , subsection (h ) , Voter
Registration List ( in printed forms as may be available)

Justification:
Increases needed because of normal inflationary pressures .
Requests for voter registration lists are infrequent as
they are usually outdated . Changes in the senatorial
districts lists are to bring them in line with the cost of
the representative district lists and the tape rental fees .

1 . Purchasers of all Ordinances amending the Code, Zoning
Annexes, or Traffic Schedules from the date of the last
supplement issuance shall be entitled to the next
supplement amending the respective areas cited at no charge .
Justification:
This is to correct an inequity in cost between the original
and new buyers of the County Code. Regular purchasers of
all current ordinances amending the Code shall receive, at
no additional charge , all supplements , as applicable and as
described in the new subsection (k ) .

Reletter subsection (n) to (m) , and (o ) to (n )
Justification:
Subsection (m) is being deleted because it is now covered
under subsection (c ) .
Your Committee on Finance is in accord with the intent and purpose
of Bill 515 and recommends that it pass first reading .
