Your Committee on Finance, to which was referred Communication
1477 .1 and its attached Bill 504, reports as follows:
Bill 504 proposes to add the Kuakini Highway Interceptor Sewer , Part .
"C" project to the capital improvement budget . Bill 504 further
provides that the project cost of $409,000 come from the
unencumbered and unexpended appropriations of:
Kona Flood Control (110-229-5296 . 36-115) $365 ,000
Alii Drive Realignment (110-399-5396 .71-115) 44,000
Total . $409,000
The $409,000 in County funds is to be matched with federal
appropriations already enacted by the Council . The funds from the
Kona Flood Control and Alii Drive Realignment projects cannot be
encumbered prior to their lapsing date, June 30, 1988.
Your Committee is aware that an appropriation of $470 ,000 for the
Kuakini Sewer Interceptor "C" project already exists . (Ordinance
86-64) Approval of Bill 504 will increase the total appropriations
for the "C" phase to $879,000 , the project only requires $409,000 of
County matching funds .
The original sources of funds for the Kona Flood Control and the
Alii Drive Realignment projects were from the bond proceeds of the
1986 general obligation bond issue (Ordinance 86-31 ) . The bond
authorization has never been amended to include projects approved
after the fiscal year ending June 30, 1986 , the Kuakini Sewer
Interceptor "C" appropriation was approved in the fiscal year ending
June 30 , 1987 . A question is thereby raised as to whether Bill 504
is a valid consideration since (1 ) an appropriation of $470 ,000
already exists and ( 2) the project does not fall within the scope of
the 1986 bond issue, Ordinance 86-31 .
Your Committee received a recommendation from the Director of the
Finance to have Bill 504 be approved on first reading and that the
Finance Chairman seek an opinion from the Corporation Counsel .

Finance and recommends• adoption of Bill 504 on first reading.
