Your Committee on Finance, to which was referred Communication
No . 1451 .1 reports as follows:
Communication 1451 .1 from the Director of Finance informs the
Council that pursuant to the publication of notice that $5928 would
be available to non-profit organizations on March 1, 1988, five
applications were received . Applicants were:

2 . Waiakea Settlement YMCA. Not indicated
3. Hawaii Island YWCA 5 ,928
4. West Hawaii Family Support Council 3 ,000
5 . Volcano Community Association Not indicated
In an earlier communication, the Council was informed of the
decision of the Board of Directors of the Hilo Family Support
Services to transfer the program to the YWCA. They have also
requested that the County 's funding be awarded to the YWCA.
Your Committee is also aware that the Hawaii Island YWCA intend's to
incorporate the Family Support Services program on child abuse and
neglect as a part oftheir program. They have received commitment
from the State Department of Health that they will be awarded a
contract to provide service in East Hawaii to eliminate child abuse
and neglect . County funds provide for the salary of an outreach
worker for the Puna district .
Your Committee is also aware that the application by the YWCA was
the only complete application.
Your Committee concurs that the YWCA' s application would provide for
the continuation of the intent of the original appropriation.

Your Committee further agrees that the Hawaii Island YWCA should be
awarded the $5928 and recommends the passage of the resolution
transferring the $5928 from the Hilo Family Support Services to the
Hawaii Island YWCA.
