Your Committee on Finance, to which was referred Bill 460 , reports
as follows:
Bill 460 proposes to amend Ordinance 87-59, the Capital Improvement
Budget for Fiscal Year 1987-88, by adding the following projects:
Civil Defense EOC - Federal $341, 741
(110-299-5299. 15-115)
Civil Defense EOC - County 441, 259
(110-299-5299. 17-115)
Total $783 ,000
Your Committee on Finance is aware that funds required to construct
an Emergency Operation Center for Civil Defense is estimated at
$783 ,000, including a contingency of $30 ,000.
Your committee is further aware that funding for this project will
come from the following sources:
Federal Grants Receivable $341, 741
Bond Fund Fund Balance 441, 259

Your committee is aware that the sum of $341 ,741 awarded by FEMA in
1984 is still available for construction purposes . The committee is
also aware that failure to use:the grant as soon as possible will
jeopardize future FEMA grants .
Your committee heard testimony that there would be additional costs
involved for furniture and equipment . The additional expenditures
will bring the total cost to over $900 ,000 .
Your committee learned that a design criteria of the structure was
based on use by 70 people for a period of at least 14 days and it
must withstand the eventuality of a nuclear holocaust . It also must
be 100 percent accessible to the handicapped.

A "Planning and Site Evaluation Report for the Hawaii County Civil
Defense Emergency Operation Center" , as prepared by Eugene E. Leucht
Architects, Ltd. , provides details of the proposed EOC.
Your committee has learned that there were five alternate sites
which were reviewed by Eugene E. Leucht Architects, Ltd. , to
determine which was the most cost effective and functional site
within the guidelines set forth by the Federal Emergency Management
Agency (FEMA) . The five sites were:
Site A: Located on the lower level between Buildings A and B
now utilized as a parking area.
Site B: Located in the basement of Building A and a portion of
the parking area between Buildings A & B.
Site C: Located on the lower level of Building A, formerly
occupied by the Department of Liquor Control .
Site D: Located on the lower level of Building B where the
holding cells, receiving and sally port areas are
located .
Site E: Located on the lower level of Building B where sally
port and open area are situated.
Your committee understands that the consultant found Site B to be
the best overall location based upon the criteria listed in the
report . However , Site B will not be the most cost effective because
an evidence storage building will be required for the police with an
added cost of $150 ,000 to $200,000 . Sites A, C and D include
adverse conditions which preclude their being adopted. Therefore,
Site E has been selected for the following reasons :
1 . It is the most cost effective since there is no additional
cost to relocate the police.
2. It would involve the least amount of disruption to police
operations during construction.
3. Future expansion can be done readily .
4. The designing and planning of the center is the most
flexible.
Your committee members expressed concern about the method in which
the site selection for the EOC was arrived at . There were questions
regarding the Police Chief ' s role in the selection process .

Further testimony expanded on the urgent need for relocating the
EOC, based on the following reasons:
1. It was mandated about 10 years ago that no improvements
were to be made at the present EOC
so conditions have
seriously deteriorated.
2. There is inadequate parking, especially during emergencies .
3. The Civil Defense rooms and office space are extremely
overcrowded.
4. Ventilation is poor or virtually non-existent, especially
when the room is crowded during emergencies .
5 . Communications equipment cannot be heard over the din of
people talking in the room.
6 . Unpleasantries , such as dead rats, exposed sewer pipes that
leak, boarded up windows are part of the "normal"
conditions of the room.
7 . Asbestos-covered pipes have been taped over as temporary
safety measures .
Your committee expressed its concern that the committee has been
asked to decide upon the appropriation request without full
disclosure of information. Your committee was made aware of a
November supplementary report by the architects . However, your
committee recognizes the deplorable conditions of our present EOC
and concurs that the Civil Defense Agency must be relocated.
Your Committee on Finance is in accord with the intent and purpose
of Bill 460 and recommends that it pass first reading.
